Marilyn E. Phelan, J.D., University of Texas; PhD, Texas Tech University, was the Paul Whitfield Horn Professor of Law at Texas Tech, which is one of the highest honors Texas Tech University can bestow on its professors. Dr. Phelan is a member of the American Institute of Certified Public Accountants and was certified by the Texas Board of Legal Specialization as a Specialist in Tax Law. She is a life member of the American Law Institute and the Uniform Law Commission. She is a recipient of the American Bar Association Outstanding Nonprofit Academic Award and has been named a West Key Author. She is the author or co-author of eighteen books and over fifty articles or chapters on tax laws and laws relating to nonprofit organizations.
Kimberly P. Mayfield, J.D., University of Texas, has served as a federal governmental attorney in Fort Worth, Texas, for over thirty years. She has represented the government before federal courts and administrative forums and has also served as a Special United States Attorney for the Northern District of Texas for many years, primarily handling complex multifamily bankruptcy cases. Prior to working as a governmental attorney, she was a briefing attorney for the Texas Court of Appeals, Sixth District, Texarkana, Texas. She has served on several nonprofit boards and has done numerous volunteer work for nonprofits, including hospitals. She is co-author of a book on sovereign immunity law. Ryan P. Phelan, J.D., St. Mary’s University, is manager of Ryan Phelan Law, PLLC, in Lubbock, Texas. He has served as an Assistant Criminal District Attorney in Tarrant County, Texas and as a civil insurance defense lawyer, with a focus on medical malpractice defense. As the Head Research Fellow for the Center for Terrorism Law, he managed nine interns and helped veterans of all branches of the armed forces who had been wrongfully accused of crimes. He is a member of The Order of Barristers and the Texas Bar College and has co-authored a law review article on election law.
